SEO in Eastern Europe is a different discipline from SEO in London or Berlin: the same Google, but two or three languages per market, a fraction of the link competition, and a technical baseline most local competitors still have not met. This guide covers how we approach search in Romania, Moldova, Ukraine and the wider region: what the market looks like in late 2026, how to structure multilingual content, which technical gaps still pay, and where links actually come from.

## Eastern European Search Landscape

Google dominates every market in the region. StatCounter puts it at roughly 96–97% of searches in Romania and about 91% in Ukraine, where Yandex has been blocked since 2017 and keeps a residual 5–6% share through VPN and legacy devices. Bing sits at 2–3% almost everywhere. In practice, one search engine and its AI layer (AI Overviews and AI Mode) are the entire organic channel. Total addressable market: Romania (19M), Ukraine (roughly 36–38M residents by 2026 estimates, plus a diaspora of several million across the EU), Moldova (2.6M). Digital advertising spend is growing 20-30% annually, but SEO competition remains 3-5x lower than in Western Europe: a position-one page in a Romanian B2B niche typically has 10–30 referring domains, where a comparable UK page needs 100 or more. That gap is the opportunity, and it is closing.

## Multilingual SEO Strategy

Most Eastern European markets are multilingual. Moldova uses Romanian and Russian; Ukraine uses Ukrainian, with Russian-language queries still present but shrinking year on year; Romania has Hungarian-speaking regions in Transylvania. Effective SEO requires: separate content in each relevant language (not just translation), proper hreflang implementation, language-specific keyword research (search volumes differ dramatically between languages), and localized content that addresses market-specific needs and cultural nuances. One rule we apply to every project: the language of the page must match the language of the query, including diacritics in Romanian. A page written in Romanian without ă, â, î, ș, ț reads as machine output to both users and Google.

## Technical SEO for Regional Markets

Hosting location matters: choose servers in Bucharest, Frankfurt, or Warsaw for optimal latency. Implement CDN for broader coverage. Mobile-first indexing is critical: mobile traffic exceeds 70% in most Eastern European markets. Core Web Vitals thresholds are unchanged for 2026 (LCP under 2.5 s, INP under 200 ms, CLS under 0.1), and passing all three on mobile is still rare among regional competitors, so it remains a cheap advantage. Structured data (Schema.org) adoption is low, giving early adopters significant SERP advantages with rich snippets. The single most common technical loss we see in audits is not speed but duplicates: a www and a non-www version both indexed, or a Romanian and a Russian page served under one URL with no hreflang. On one residential project in Iași the www copy absorbed 43% of impressions at a 0.76% click-through rate against 4.1% on the canonical version. Ten minutes in Search Console fixed what had cost the site months.

## Link Building in Eastern Europe

Link building strategies differ from Western markets. Business directories remain effective: 999.md, point.md (Moldova), listafirme.ro (Romania), prom.ua (Ukraine). Local news and business publications are receptive to expert content and guest posts, and a placement in a regional business outlet typically costs €100–300 against €500–1,500 for an equivalent UK or German publication. Industry-specific portals provide niche-relevant links. University and government sites (.edu, .gov) are valuable but harder to obtain. Focus on building relationships with local journalists and bloggers: personal connections drive link acquisition in this region more than cold outreach.

## AI search in the region: what changed in 2025–2026

Google AI Overviews have been live in Romania, Moldova and Ukraine since 2025, and AI Mode reached Moldova and Ukraine in August 2025 and Romania, with the rest of the EU, in October 2025. The effect on clicks is the same as elsewhere: in Germany, SISTRIX measured a 59% drop in position-one click-through rate on queries with an AI Overview, and we see comparable losses on informational Romanian and Ukrainian queries. Two consequences for a regional strategy. First, informational content earns citations rather than clicks, so pages need a clear, quotable answer in the first 100 words and a named author. Second, commercial and local queries ("dentist Cluj", "software outsourcing Chișinău") are far less affected, which is where the budget should go. We cover the mechanics in our GEO guide linked below.

## What changed by October 2026

\*\*Google's share held, Yandex in Ukraine did not disappear.\*\* StatCounter shows Google at 96.4–97.1% of searches in Romania between June and September 2026, with Bing under 2%. In Ukraine Google holds about 91%, and Yandex still keeps close to 6%, mostly from legacy devices and VPN traffic. Planning for any engine other than Google remains a niche decision.

\*\*Two core updates in one spring.\*\* Google confirmed core updates in March and May 2026 (the May rollout finished on 2 June), followed by spam updates in June, August and September. For regional sites the practical risk sits in thin machine-translated pages and near-identical city pages; check both before the next update rather than after.

\*\*A full year of AI Mode in Romanian.\*\* AI Mode has served Romanian-language queries since October 2025, so year-on-year comparisons in Search Console now include it on both sides. AI Mode clicks are counted inside the regular Web performance report, so a falling click-through rate on informational pages is a signal to restructure answers, not a tracking error.

## FAQ: SEO in Eastern Europe

\*\*How much does SEO cost in Eastern Europe?\*\* A competent in-house or agency program for a single-market SMB site runs €800–2,500 per month in Romania, Moldova or Ukraine, against €3,000–8,000 for the same scope in Western Europe. The main cost driver is content in two or three languages, not links.

\*\*Do I need separate sites for each country?\*\* No. One domain with language and country folders (/ro/, /ru/, /uk/, /en/) and correct hreflang is the standard setup, and it concentrates authority. Separate ccTLDs (.ro, .md, .ua) make sense only for established brands with distinct local entities and budgets.

\*\*Which language should come first in Moldova?\*\* Romanian for Google visibility and official positioning, Russian for a large share of commercial searches in Chișinău and the north. We usually launch Romanian first, add Russian within the first quarter, and keep both equally maintained.
